Roch Olivier Maistre, Chairman of Arcom, was the guest of honor at the Cercle des Européens, at the Cercle de l'Union Interalliée, on April 9, 2024.

He gave a brilliantly precise account of Arcom's missions as they have evolved from the entry into force of the 1986 law on freedom of communication to the present day. He emphasized the extension of the authority's remit as European Union legislation has kept pace with advances in technology (Audiovisual Media Services and Copyright Directives, Digital Markets Act (DMA) and Digital Services Act (DSA) and the IA Regulation) and the diversification of audiovisual service media (radio, TV, platforms, etc.). He also referred to the bill currently under discussion to secure and regulate the digital space (SREN), particularly with regard to the fight against hate speech. Arcom's scope of intervention is considerable, as it must ensure political pluralism at all levels, as well as various societal issues (health, environment, gender equality, etc.) and on all media. Respect for pluralism is all the more imperative during election periods. With the European elections coming up in June, the authority is well equipped. He also raised the issue of foreign influences, and recalled the concepts to be taken into account following a Conseil d'Etat ruling in February 2024, namely a combination of external and internal pluralism for TV channels. All these developments represent new challenges for the founding principle of freedom of expression, a "precious human asset" according to article 11 of the 1789 Declaration of the Rights of Man and of the Citizen. Overall, the institution born of the merger between the Conseil supérieur de l'audiovisuel (CSA) and the Haute Autorité pour la diffusion des œuvres et la protection des droits sur internet (Hadopi) is clearly proving a success.
